In step with Apple’s latest firmware release, AT&T has once again issued a Carrier Settings release. The last carrier settings update brought MMS to the iPhone, but no one seems to know what this update contains.
Just two days ago, AT&T announced a groundbreaking change in policy, now allowing VoIP services on the network with “more bars in more places.” Immediately after AT&T’s announcement, Apple issued a press release saying they would revise the Iphone SDK agreement to coincide with AT&T’s move.

It would be reasonable to assume that today’s updates from both Apple and AT&T involve the new VoIP policy, but we’ll just have to wait and see. Don’t be surprised if you see a Skype or Vonage update in the next few days.

Maybe this has to do with tethoring? Even though I downloaded the online profile download work around I am still afraid of using tethoring.

OH! You’re my new favorite blogger fyi
I don’t think it has to do with tethering just yet. I can’t see AT&T unleashing tethering within a month of MMS and in the middle of a FCC Net Neutrality battle.
However, the new carrier setting might have to do with the fact that I am not receiving MMS from others. They get my sent MMS, but I cant receive them.
Just a thought.
I can receive MMS from Sprint users; so I doubt that’s a global issue
