Every Other iPod Touch Runs An Old OS

According to Chitika, a mobile advertisement company, almost 50% of all iPods Touch users are still running old 2.0 firmware. How can we explain that?
Well, we might think it's the update fee, but paying the $10 is apparently not the issue. Turns out the real problem seems to be the lack of motivation for upgrading. Unless you want to play with copy/paste, the 3.0 update doesn't bring much to the iPod Touch; Push notifications are useless on Wi-Fi and many games still run on 2.0.
You'd think with these reasons Apple would consider dropping the fee.
