A significant factor would be how App developers update their apps for iPad. Many are releasing an iPad only version of their apps, which forces existing App Store users to purchases the same app they already own on their iPhone/iTouch. On the other hand if more devs are willing to update existing apps to work nicely with the iPad then people who owns tons of these apps will benefit from the iPad more.
