内蒙古图书馆推出“彩云服务计划”，就是运用云服务理念，打造“云图书馆”。通过与各出版发行机构搭建的云平台将图书馆和所有出版发行机构的资源与服务集成整合，扩充了资源总数，并提供联合编目、资源共享、图书外借等一系列基于动态数据的云服务，让图书馆和各出版发行机构成为“云图书馆”的服务终端直接为读者服务，读者可以在任何地方的任一书店直接下单借书，这不仅极大地满足了广大读者的文化需求，同时也促进了机构间互惠互利和资源的共建共享。
