当用户需要团队协同操作时：用户作为工单发起人可在'工单检阅'中选择需要创建的工单类型，设置该工单的必填描述信息，选择处理该工单的人员(负责人和相关人)，待处理人将会收到该工单;工单处理人可在'工单检阅中'查看待处理的工单信息，可以进行相应的拒绝、终止等操作来处理工单。
