1. Ensure a biometric-based enrollment and authentication of citizens from Cluj-Napoca municipality in the City Hall portal

2. Deliver a Digital Identity App allowing citizens to securely create and store their credentials, and to allow trusted access to it to the City Hall and/or other institutions.
