The goal of the game is to move the character into the cell with the flag spending a minimum amount of coins and making a minimum amount of moves.
For moving into a cell, you will lose a movement and a specific amount of coins.

When you lose, you can spend a life to continue your progress.

Each level has a specific sum of movements and a specific amount of coins.
