嘉義縣為呼應『偏遠地區學校教育發展條例』施行，落實教育機會平等原則，確保各地區教育之均衡發展，在教育部的經費補助下，成立「茶山水教育資源中心」，進行行政、教學、學務、總務等措施之整併及突破，秉持資源整合、行政簡化、專業合作、適性揚材的理念，豐富學童多元學習、塑造教師專業形象，提升社區總體發展，讓每個孩子、教師與社區家長都能感受到更完善的教育資源，成就每一位偏鄉人的教育夢。
