一、吸收世界各地教师评价先进理念和方式方法，通过教师专业测评工具（包括自评和他评），对教师专业水平进行数据量化分析。
二、基于测评发现的问题，由中国教育学会和地方专家共同成立课题组，对区域教师的发展路径与策略进行专项课题研究并形成学术成果。
三、根据测评及研究成果，组织国家及地方专家，针对不同教师群体，形成分层、分类、分科的解决方案，并针对特定教师群体和特定问题开展培训活动。
