市民通过全民监管APP上报城管问题，与以往市民通过热线电话打入数字城管呼叫中心的举报方式是相似的。根据所举报的问题分类，选择相应的案件类型。包括市容环境、市政公用设施、街面秩序、宣传广告、园林绿化、紧急突发事件等。可上传现场照片，语音及文字说明等信息。市民还可以查看举报的城管问题的处理阶段和办结情况。
