群众通过“综合执法局官方小程序”进入首页点击各职能部门，进入职能部门可查看各职能部门介绍，如果需要进行投诉可以点击投诉按钮，群众可选择投诉类型、投诉内容 即可提交；
群众在提交投诉后，该投诉用户所在的该职能部门负责人，将收到投诉订单通知，如果该投诉不属于该部门处理，该处理人员可以邀请其他职能部门协助处理投诉订单；在订单全部完成后，群众可以为该投诉反馈进行评论，职能部门也可以通过数据大屏来进行数据查看。
