「記憶高雄」（Kaohsiung Memory）網頁設置的緣起，主要來自106學年度教育部「大學社會責任實踐計畫」（University Social Responsibility, 簡稱USR），USR期待大專院校能夠走進社會，與在地社區進行更實際的互動，讓一般人可以接觸到學院中的專業知識，同時也讓專業知識能夠轉化為常民能夠運用的資源。該計畫希望大學走出校園，了解社會變遷和產業發展的脈動，透過對於在地關懷、公民議題等參與，反過來深化大學的專業知能。
