It uses the FAASafety Team’s Flight Risk Assessment Tool (FRAT), presenting you with questions about your flight and your level of experience. After you’ve answered the questions, it will give you a risk score and a description of that score.

Use FART to help you determine if it’s safe for you to go fly, or if you should cancel the flight, or bring along someone more experienced, such as a CFI.
