Citizens are the customers of the state and they increasingly expect the governments to do better, given the exposure to information that is afforded by ICTs today. While our literacy levels have improved of late, it is expected that a higher number of are “digital Literates” given that the number of mobile phone users is about 80 percent. Pakistanis around the age of 30 comprised of about 60 percent of Population; most of these individuals are expected to be smart phone users in the next four years. This segment is expected to be well informed and opinionated.

ICT tools, particularly smart phones, tend to be democratic and provide matchless inclusion opportunities in terms of the two way flow of information; Citizens in remote areas, minorities and socially disadvantaged groups can now take advantage of Internet access and be counted. With the smart phone price now less than 100 USD and the spread of mobile broadband, we believe that handheld device provide the best interface with the citizen.
