Many highways across the World have section control system installed which measure average speed of vehicle that passes from point A to point B. As a result of higher than average speed in a given section, drivers would receive a speeding ticket.

"Reckless driver" app is very simple to use - you need to activate GPS (Location Services) on your phone in order to make the smartphone aware of your speed. When you launch the app for the first time, you will be asked to confirm predefined driving parameters (mi/h vs km/h, desired average speed, frequency of voice notifications) and the ride can start. Just tap the Start button to start the process and tap on the Stop button to stop it. App will be giving you voice notifications about your average speed even when your phone is locked.
