Staff Training Aimed at Reducing Re-Arrest (STARR) is training on a set of supervision skills officers use in their interactions with offenders and defendants to address and mitigate risk. These skills, are known in the criminal justice literature as core correctional practices, and have been found to be effective in reducing recidivism in criminal justice populations. The U.S. Probation and Pretrial services system has committed significant training and resources to support officers learning these skills. As districts across the system actively work to implement STARR in our respective areas, we remind ourselves implementation is an on-going process. Comprehensive organisational change and program implementation requires strong leadership, assessment, and competency development. In order to strengthen our capacity and advance this initiative, STARR 2018 provides leadership personnel from across the system an opportunity to discuss best practices and collaborate with each other regarding implementation, lessons learned, and how we work collectively to support the implementation and sustainability of STARR nationwide.
