Watcher App

The purpose of this specification and its intended audience is to observe and report crime, wrong doing or targeted behavior. 
The intended scope is to take pictures, input data to report directly to administrators / police departments or cities in real time. 
The reports should detail in real time the exact map location of the reporter including the time and date. 
The reports should be permanent and unable to be deleted. 
For example: If a reporter witnesses a crime or targeted activity the reporter will take a picture and fill out the prompts and date regarding the picture and enter the date. 
Once the date is entered reaches the administrator in real time the date will be tagged with the exact location of the reporter the date and the time.
To log on to the application, the reporter must have an account. 
The account should be a two-step log in with ID, password and a second verification with text code.
