Apple TV is designed to cache lots of different kinds of data. Movies, iCloud photos, screensavers all take up disk space until it is claimed by apps. Then they are automatically deleted.
However, some apps, like VLC, check for free space before writing. This prevents you from using the disk space that is utilized by caches and could be freed. As a result, you can not transfer a 2Gb video to your 64Gb Apple TV even though 2Gb could have been easily freed. By this app.
