在铁路建设过程中，因各类原因导致作业面不合格，需要工作人员进行巡查。
在现有工作办法下，当巡查发现问题后，采用现场纸质文件记录和回到办公室进行Excle表格录入。信息不能在施工单位、监理单位和建设单位（各参与方职责附后）之间共享和同步，导致问题数量各方不统一，问题处理状态无法及时更新等系列问题。
为此，需要一个数字化管理办法解决以下问题：
1.现场各专业（桥涵、路基、隧道）发现问题数量由各参与方共享
2.各参与方流程同步
3.各类常见问题库格式统一，避免巡查人员录入的问题不标准导致歧义
4.自动预警、汇总、查询、统计、制单
