围绕提升工会组织普惠服务能力、建设普惠型工会的目标，创新实施“银行+智慧城市商家联盟+工会会员”普惠服务行动，为工会会员发放惠工卡。惠工平台的构建和会员服务卡的推广普及，旨在通过有效途径吸纳广大企业、商家等服务主体加到平台，为工会会员提供各类普惠、特惠、商惠服务，实现我市惠工行动“服务主体更广泛，服务内容更丰富，服务质量更保证，服务方式更便捷，服务对象全覆盖，多方共赢”的总体目标。
