市民可用拍照、语音、文字等方式通过本手机客户端快速提交投诉，发挥公众参与现代城市管理的主要渠道作用；政府相关管理部门通过管理平台接受市民投诉、处理市民投诉，并及时向市民反馈投诉处理结果，实现投诉处理流程全监控，确保每条投诉都有专人负责并落到实处，实现让投诉人和公众满意的目的。本系统适应城市化综合管理，也适用于投诉管理、安全管理等领域。
本系统是贵州省遵义市正安县人民政府委托上海蛙悟网络科技有限公司设计和开发的，初步使用效果很好。
