由于以上原因，建立海西区域总部党建系统，提供强制在线学习，书记提醒，党工委批注等功能。通过督促及强制手段，让支部成员，群众都积极参与到党建学习中来；为落实党中央及上级党委的会议决定，会议精神打下坚实的基础。
