DEICER (Diversity, Equity and Inclusion Community Engagement Reporter) is a free and anonymous mobile app designed to support immigrant communities and civic allies through constitutionally protected reporting tools.

Like Waze or Citizen—but also free and anonymous—DEICER empowers users to report ICE activity, mark themselves as public observers, and access multilingual legal rights resources without creating an account, logging in, or being tracked.


Why It’s Legal and Protected Under U.S. Law

DEICER’s marker system follows a long tradition of First Amendment-protected civic technologies. Apps like Waze and Citizen use crowdsourced, real-time mapping to alert communities to hazards and public safety events. Courts have consistently upheld the legality and expressive nature of these tools.
