Moon Map is an okay free option. There is a wonderful map included and it does include some landmarks, but only around 650 of them. We would love to see an iPad native version of this app in the future. A nice app that is completely free and worth a look.
What is it about?
This moon map contains over 650 named formations. It also shows landing sites of Apollo missions. You can zoom between 0.5x–1.5x. On iPhone screen 1 mm is about 7.5 km on the moon with maximum zoom.

Tap the moon to select an area. You can scroll around the map and mirror or rotate it. You can zoom in and out by pinching. Tap "Search" button to select a name from a list.
