2 methods of dealing with directions on container volumes are provided.

but a high mix ratio requires you to leave room within the mixture for
the concentrate, how do you re-interpret instructions correctly?

Imagine having to top up a herbicide spray container with 2.5 pints for a mix
requiring 1:135 , but your measuring container has the fluid ounce gradations
faded beyond practical use, with only the metric scale showing.

You need a chainsaw mix at 1:30, but no 2 stroke on hand but you do have a 1:50 brushcutter mix ?
Now you can determine how to alter it, stay within manufacturer's specification and not have to worry about endangering critical margins.
