为进一步提升自然人个人所得税网上办税的便捷性，方便纳税人实时查询个人所得税纳税清单，黑龙江地方税务局开发了自然人个税网上申报系统。
黑龙江省内个人所得税纳税人可在该系统通过办税服务厅获取注册码等方式进行实名注册，纳税人必须实名注册后才能在自然人个税网上申报系统办理有关业务。纳税人可通过持身份证件原件到办税服务厅获取注册码后在网上实名注册。
系统主要功能包括：纳税明细查询，可查询一定时期内本区所有的个人所得税纳税记录；纳税清单申请，可申请制作一定时期内本区所有的个人所得税纳税清单；我的纳税清单，可查询纳税清单申请是否成功，并下载申请成功的纳税清单；清单在线校验，本人和第三方可对已有的纳税清单中的部分信息进行校验。
