"Owners" can create properties and vendors, which have the ability to interact with each other via "workorders" which describe work that needs to be done.

Property Managers can create workorders and assign vendors to it.
Vendors can create employees and assign them to workorders
Employees can complete workorders

Workorders can point to a property->building->apartment->room for fine grain description of what work needs to be done.
Workorders include details such as assigned employee, location, created/completed date, description. Also include things like price, cost are available only to property managers/vendors
