The FEP Operations Center® (FEPOC) was established in 1960 when the Federal Employee Health Benefit Program (FEHBP) was established. CareFirst, BlueCross® BlueShield® of the National Capital Area and Group Hospitalization Inc., has contracted with the FEP Director’s Office since that time to provide centralized enrollment, claims and data processing functions for the federal government-wide Service Benefit Plan (SBP).
