What is it about?

The Multinational Communications Interoperability Program Spectrum Collaboration Application (MCIPSCA), a.k.a. Mercury or MCIP, allows its users to allocate electromagnetic spectrum frequencies in the case of a humanitarian aid/disaster relief (HA/DR) event. The app was developed to meet a capability gap that was in the ability to quickly coordinate electromagnetic spectrum requirements in response to this type of event. Designed and built around a cloud-based infrastructure, the application's use has since expanded and is used in numerous training exercises for units requiring electromagnetic spectrum resources for unclassified usage but lack a formally trained spectrum manager or access to secure networks. Mercury's intuitive and user-friendly graphical user interface was intended for individuals from any country or background to be able to quickly and easily enter requests for spectrum services. The application provides a unique capability to perform transnational coordination of spectrum resources in a timely manner.
