This is an exceptional application designed to ensure accessing and exploring fully the latest update of the third edition of the Standard Operating Procedures (SOP), promulgated on 2 December 2019, for implementing all externally financed projects/programs financed by the Development Partners (DP) in the Kingdom of Cambodia under the purview of the Ministry of Economy and Finance (MEF).
The App is organized based on the complete set of three SOP Manuals including:
- SOP on Project Management, which provides guidelines for the identification, preparation, appraisal, implementation, monitoring and evaluation of investment projects and programs;
- SOP on Procurement (3 volumes), which provides the implementing rules and regulations for the entire procurement process on projects/programs, including good international practices;
- SOP on Financial Management, which is to prescribe the financial management policies and procedures of the Government of the Kingdom of Cambodia to ensure the transparency and accountability of public expenditure.
The overriding principle of the SOP Manuals is to ensure that the line ministries and other Government agencies responsible for the activities in the Project Cycle are aware of their mandated roles and responsibilities and accountabilities.
The SOP Manuals are published for the use of Government staff involved in the projects and programs financed by the DPs, as well as for the use of DPs, Suppliers, Contractors and Consultants, development practitioners, non-governmental organizations and civil society.
The desired impact of these SOP Manuals will be achieved based on professional capacity building through regular training programs provided to all personnel who will be involved in the use of this Manual in the projects executing and implementing agencies.
The SOP Manuals do not apply to projects implemented by the sub-national administrations, as defined under the Law on De-concentration and Decentralization.
The General Department of International Cooperation and Debt Management (GDICDM) in the MEF is responsible for providing guidance, clarification and interpretation on the SOP Manuals to the users, which will be updated periodically to reflect lessons learned and any changes to the relevant Government policies, procedures and regulations.
