You must have access to a data network for some features to work, however all map features have offline availability.
SYSTEM REQUIREMENTS:
Device must have an inbuilt or external GPS to show current position & use navigation features. If you have a Wifi only iPad please note that this does not have an inbuilt GPS but you can connect an external GPS receiver. GPS usage can decrease battery life.
