Turbussappen

Turbussappen maps the extent of foreign tour buses' presence and scope of operations in Norway.

From January 1, 2024, Norway introduced new rules for controlling passenger transport cabotage. Cabotage is transport between two places in a state other than the one where the carrier is based. Cabotage operations in Norway occur in practice when a foreign bus picks up and drops off passengers within Norway's borders.

Today, a foreign tour bus can legally operate cabotage in Norway for periods of maximum 20 consecutive days, and maximum 30 days total per calendar year.
After some years of pandemic and low activity, foreign tour bus operators now find it very attractive to conduct illegal cabotage operations in Norway. Weak enforcement and control by authorities provide a low risk of detection.

We need increased knowledge about which countries and foreign bus companies have the most operations in Norway.

In Turbussappen, the following is registered:

• Vehicle's registration country
• Vehicle's registration number
• Time
• Location

You will be able to see an overview of your registrations and total number of registrations within the app.

Registrations made in the app are anonymous and personal information should not be documented for either the users or those registered in this app.
The data foundation generated here will be used as documentation in NHO Transport's dialogue with media and authorities. All registrations are therefore valuable contributions to this work. Turbussappen must not be used while driving if you are operating a motor vehicle.
