Assuming that four mobile phones A, B, C, and D are under the same local area network, only A can connect to the network (or only A can access the virtual private network), the router can specify which device can connect to the network, and through A, it can specify which mobile phone can join the virtual private network

1. After running A, start a VPN network server on your phone (A cannot turn off the screen afterwards and must keep the app running continuously). Here, A does not need to apply for network extension permission
2. A simultaneously starts a VPN client running on the app to support joining a virtual private network (if joining a virtual private network is not required, it can be left off)
3. A generates a network connection QR code to display, which can also be saved and shared with B, C, D
4. B, C, and D can access the internet through QR code connection, or if it is a virtual private network, B, C, and D need to apply for network extension permission
5. A can manage different device permissions by generating different QR codes
