BGR Spots A New iPhone User Agent In Its Logs

In the series "It doesn't take much to make a fuss around the iPhone", BGR's published today a screenshot of their server visitor log containing references to the iPhone OS 4.0 and 3.1.3 operating systems. Is this a new clue of Apple prepping a new iPhone OS?
You might remember how a few weeks ago Pandav, the developers of iBart, had a similar experience when they spotted a device that identified itself as an iPhone 4G in their user logs, well, it's pretty much the same thing. The main difference would be that iBart found traces of a new hardware while this would refer to a new OS.
As you probably know, every time you visit a website on your computer or phone, the browser identifies itself using a "user agent" which consists of information like your browser's name, your OS and so on. On the other hand this can easily be falsified, Safari for example lets you do it directly from the development toolbar so there is really no way to tell how legit this is.
What do you think? Is Apple slacking or are we getting punked?
