Apple Announces the iTunes Connect Holiday Shutdown is December 23-27

Developers take note. Apple has just announced that iTunes Connect will be shut down from December 23 through December 27. The shutdown is a yearly occurrence around the holiday season.
No new apps or updates
During the freeze, developers will not be able to submit any new apps and app updates for approval and release through iTunes Connect. Other iTunes Connect and developer account features will still be available.
For non-developers, the shutdown means that no new apps or updates will be released.
Developers are advised to act in advance of the temporary shutdown if they wish to have their new apps and app updates go live on the App Store in time for the peak of the holiday season.
Normal operations will resume on Wednesday, Dec. 28.
