Update: Apple is reporting all the issues are resolved.

Many users are currently experiencing issues when attempting to download or update items from the App Store. An error message says to try again later.

Apple’s support page is showing the issue. Along with the App Store, it’s affecting the Apple TV, iTunes U, and Volume Purchase Program.
